Hello

I'm looking at the Available Sponsors and some have progress well beyond 0%. Since we are still before the first race, I would expect them all to be reset to 0% at the Rookie level.
Is it because someone who just promoted from Rookie to Amateur was in mid progress of negotiations?

Secondly are the Sponsors available to me only available to others in my Rookie group, or to all Rookie groups?

Yes, this is correct.

Sponsors are only available to the managers in your Rookie group. Each Rookie group has it's own set of available sponsors.
