Because you have a rookie staff and their time in the actual pits vary between large numbers. The "in" and "out" time is the same though, it's only the time in the pits that varies.
With upgrading certain facilities and staff skills and later on getting a Technical Director in Pro, Master and Elite, those times will shrink, and the random factor will lessen too.

The pit time was 27 seconds. While this is rather slow, it is not unusual. Unfortunately, the pitstop times in Rookie are very random, and we must just accept this and hope that next race it will be better...
Time into.out of pits is the time lost to racing cars by travelling in the pit lane and nothing to do with the time taken to replace tyres and refuel. You lose time on your in lap (50% of time into/out of pits) and your out lap (time stationary plus 50% of time into/out of pits.
With training/staff you can reduce stationary time but not time into and out of pits
