-I paid to improve my facilities, but in two facilities did not appear the improvements !!!!! A level in engeneering woskshop and P&D desing center.
-But is was taken fron my money (as it appears in the history of finances).
-Who can see this ?

AS in you paid to increase it one level only ???
If this is true, it probably decayed in that race.
Only thing I can think of.

Never only do one level, look at the costs per level increase from 1 to 20 levels, you will soon see what is more economical :)

After a race, there is a possibility that facility level drops...so as Andrew suggested, try and see the cost incurred for increasing the level by 1 and that by 20, and then take the best call
