My proposal is that at the time of upgrade components of the car can see the values of power, handling and acceleration (PHA) before committing the changes and thus can know which values remain those parts.

Save each update and the variation of PHA
After a while you will understand how each piece influence ;)

Like Mario says, it's all about saving data. The ones who save data and analyse everything will be rewared in the end. You just have to put the time and effort in it. :)

He probably has the information since he has been racing so many seasons. Sure we collect data. Once we have the data the manager must memorize it or keep looking at the notes. Maybe he just wants a feature to save him a few minutes.
Why not have this feature open up automatically after 8 seasons? By that time you would have enough data to know the answer. If not, then you get a reward for your long term game play.
