Put the tracks in certain groups, eg historic group: Monaco, Silverstone, Monza, Indy Oval, etc...
then maybe high carwear or low carwear groups or something...
Then just do it like the numbers round in Countdown. 4 from the top row please Carol & 13 from the others.

The Elite champion picks the first card and then gets to choose if it is the first race or testing track.
Then the Elite cup winner gets to draw the second card (can be the same person as the title winner).
The the Team champ team leader draws the 3rd card.
Team cup team leader draws 4th.
Max Top 10 winner draws 5th
Elite Betting Game winner draws 6th
Season 36 Nations cup winner nation top scorer draws 7th
GPRO community contribution winner draws 8th
Richest GPRO manager draws 9th
Highest points scorer across all division excl. rookie draws 10th.
The 5 Master winners pick 11th to 15th
Chris W draws 16th
Steffl draws 17th
Vlad draws 18th (final race or test track depending on one)
That way it's an achievement and if it is expensive we all know who to blame. =]

and leave a bunch of random people from around the world to honestly draw a random card from a pack when they might 'accidentally' draw their drivers FT from the pack? and if it was a completely random draw of their FT from a completely random pack good luck convincing all their direct competitors of that.
edit - not to mention that half of them might be sound asleep/ at work/ lounging on the beach when the draw happens. it's a global game. The initial suggestion of a pack of cards and a live draw was excellent..... having everybody join in just would not work

Just generate a virtual deck here on the GPRO site where only the designated player has access to draw the card & there are no re-takes... easy
also the players can log in at their leasure (within a week or so) & we can see the races unfold, perhaps not in order depending who logs in when. It would be good to do it in off season cos then everyone would have time, we know who all the winners are etc... AND we'd have the calendar a full season in advance. If any assigned players don't draw the card before start of season the admins can just finish off.
everyones a winner :P
