I thought this game was about best managing your complete package (including the testing and cash) no matter what the conditions are. I just hope this isn't a step towards simplifying the game, and removing complexity just because some managers cry out here.

I don't see any steps towards anything. For umpteen seasons the test track has been selected from rather cheap tracks, so if anything, Bremgarten would have been a step towards something. I have nothing against moving testing towards a bit more expensive tracks, but after a long history of cheap test tracks people have learned to plan their seasons around a cheap test track. Having them vary more would add variation and unpredictability, but might also put people at different stages of their plans at different positions. Though I'd rather have that than race ending randoms. And as said, I wouldn't mind if the top 10 cheapest tracks were taken their test track gradings away.

Another idea is to make an home track for every manager parallel to the test track, so everyone can choose if he wants to test on the home base track or go to the official test track.
Let´s say that every manager choose once a home track that remains for him, like Fiorano is for Ferrari.

But it should be ok, thay have managed in long periods of good planing to earn all this money.
And therefor a home track that dont cost 1Mio for every testing could be a solution. So if you have the money go to the official one, if not, stay at home and do the testing there.

It is managing game and the economic is very important part of managing games too. There are lot of possibilities to earn money, not only burning laps. I finish races without burning and know to save money too. So I think system of game is good.

If you try, experiment and fight you have different experiences and advantages, than managers who aim to collect money. Nobody can have everything. There is many way to play this game.

So more enjoying of game and less complainig please, there are really equal rules and possibilities for everybody.
