2 races a week is enough.
Fine for those in Rookie to suggest more. I have even heard suggestions of one per day.
But once these Rookies reach the upper levels ( if they ever do) they will soon learn that with the extra planning needed, two races a week is ample.

I believe it's 17 for convenience, and to make it fit the calendar. this way we have a new season every 2 months.

No, there is not, you can only race one race and retain if your result is good enough for that. the only caveat is that it has to one of the last races since you have to race at one of the last
6 Races in Ama
9 Races in Pro
12 Races in Master
15 Races in Elite
If you race in on of those race and score enough points you will retain
