He didn't actually "headbutt" him, he just touched the head of Muller with his head when he was saying something to him. Müller overreacted in both of the instances (first the hand in the face and then the "headbutt")
I agree Pepe should have been sent off for that but Müller should've got yellow too for that kind of acting...

I didn't say Pepe was smart, I don't think anyone can debate that. And the Brazil penalty was even worse, yes, but that doesn't make this one any better.

Müller really overreacted too much and it should've been clearly visible for the ref, thus he should've had a yellow card.
