one interesting point..... Vettel thinks this circuit has "the least sensitivity on power". This is due to the altitude meaning all engines lose about 22% of their power which translates to a net gain for the less powerful engines
But GPRO has this circuit down as power circuit?

It would be a power circuit if the world was flat and at sea level...maybe that's how all tracks were considered when they were attributed?
I suppose the interesting thing would be to note the speed trap of that of the Austrian GP earlier in the season and then compare it to what is at Mexico. Both tracks are similarly attributed on GPRO in terms of power so in theory they should be about the same.
It is only marginally a power-bias circuit though...and only about the 15th highest ranked vs all GPRO tracks ( /gb/ViewTracks.asp?sort=power )

I think Vettel is just making excuses :) The -22% figure is from non-turbo days. Supposedly now turbos maintains the same air-intake pressure as usual so there's the same oxygen available and no loss of power. Cooling in thinner air and loss of downforce remain big problems.
But it looks like they're struggling with tyres? These funky modern Pirellis can cause a very non-linear relationship between downforce and pace. So -20% downforce for all cars means massive pace loss for the teams who can't get the tyres in the correct temperature window and stop them sliding around, and only minor pace loss for teams that have enough downforce and balance to keep tyres working (or the flexibility and competence to adapt to the conditions well).
