Upgrading stays the same.

You can set how many of your testing CCPs you actually use at each race.

If you think of car parts as things that are bought off the shelf and cannot be modified then testing CCPs are different. That's stuff a manager develops in house. Since PHA matching is now far more powerful, we should have the flexibilty to make minor PHA tweaks by deciding how much of our own testing CCPs we use at each track.

Feels fair.
