If 15 of 40 of ANYTHING are going to be demoted / fired / dumped / left on the side of the road / forced to take a later flight...
...you will always have an assessment of the situation by everyone involved and roughly a quarter of the group will save their energy and not pursue Plan A and start planning for Plan B.
I mean if 40 people show up for an overbooked plane flight and there's only 25 remaining seats, as soon as the gate people say "we're overbooked anyone want hotel vouchers, cash and fly tomorrow"... immediately 10-12 people will raise a hand and not fight being bumped from the flight and plan for a relaxing evening a flying the next day.
So it doesn't matter what the rules changes could be, a bunch of managers will simply nope out of trying to retain in elite because that's just what many smart humans do in accepting the reality of a group situation.
