Understand your point but consider the following:
1. Nobody is donating money to other 3 people directly, or giving them anything. They're paying Santa Claus to be able to insert 3 of their friends in the lottery list 2. Not all nominated people have spare supporter credits, and expecting them to donate because they were nominated would mean that they would have to go to their wallet and pay for those credits. 3. Not all nominated people have enough friends to at this state make a list of 3 (in GPRO I mean). In such case it would be (to me at least) a waste to just donate and get nothing out of it. Some very kind souls have done that already though. 4. I think the Xmas spirit had never to do with presents and donations, that's just the most interesting sidestory :P the Xmas spirit is actually, and I quote Google on this: "in the 'togetherness', it's in the thought to which you put into thinking about others".
Besides, it's way too early for Christmas yet. My Christmas spirit is still very asleep. Don't blame others for having theirs on snooze as well and plus - some people might be waiting for that Christmas discount which is usually huge.

Just as there is no obligation to be a supporter, there is no obligation to donate. Some people might plan out how much they spend on credits and either don't account for that, or don't want to buy supporter just to give it away.
I, for example, waited for the Christmas sale last year to make my first purchase of supporter, and bought enough to last me the whole year, I think it was 60 or 70 euros in the end, which is not a small sum. Now if you consider that December is probably the month with the biggest expenses for this game's main demographic (and the added hardship caused by rapid inflation and high energy prices), it is more than plausible that people might try to limit their budgets for this period, and donating to a Christmas giveaway for a community that they might not engage with that much will probably not be that high on their list.
For me it's a no-brainer - I interact with the community on a daily basis so I put in a small amount to the prize pool, but for someone who just plays the game and doesn't spend much time talking to people, it will not be a priority.
