a quick google on it says that while interchangeable 'partially cloudy' is the proper term but 'partly cloudy' has been burnt into everyone's minds so it used pretty much everywhere. Though it's a question that causes a fair bit of debate.

So I made the bet to stay out if it stopped raining. And of course it starts to rain again when you're about to start that lap. However, didnt make it. So I come out on dry tyres and then gets a 40 second pit more to get wets on again. So furious...

It's not the most common thing to happen, but it can (and did) happen.
