Cars level are high due to very cheap test track last season. Lest you forget to test then?

How can I know why my driver was unable to overtake you even he was faster then you even easy overtaking ?
Then it is little confusing about overtaking when he was able to overtake in Monaco but unable to do that in Laguna even with high OT risk at easier overtaking...
