He didn't actually "headbutt" him, he just touched the head of Muller with his head when he was saying something to him. Müller overreacted in both of the instances (first the hand in the face and then the "headbutt")

I agree Pepe should have been sent off for that but Müller should've got yellow too for that kind of acting...

Or they just hate all the acting to get players sent off in general.
Müller really overreacted too much and it should've been clearly visible for the ref, thus he should've had a yellow card.

Ehm... My country is the Netherlands and they know what a ball is? Did you see who beat your neighbours 5-1? That was us. I think a similar, if not worse, score will be on the scoreboard for your team if they continue like this. Having the greatest football player does not make you a great country on the WC. Where are Ibrahimovic and Bale in that case?

Headbutting is ALWAYS red card, it´s not how strong you do it, it´s the intention. I agree Muller deserves an Oscar, but Pepe is not a smart guy, he has never been ;)
