maybe they gonna change something, because from some groups are only 3 promoters not 4. and that makes free places.

If managers with negative balances weren't excluded from promotion, then there would currently be 640 promotion slots to amateur (four from each group). Only if there are less than four managers in the top eight of season standings will there be less than four promoters per group (as a manager must finish in the top eight and have a positive balance to be eligible for promotion).

There is currently an attempt to reduce the number of amateur groups which requires a net outflow of managers from amateur. In order to achieve that for the last couple of seasons there has not been any additional promotion slots to amateur.

There will be 10 amateurs relegating per group this season. Instead of the usual 8.
