What's the purpose of the rule that we can't report a manager's name until they've completed one race, this wouldn't be an issue but people with fake names are being accepted and now we have to wait even longer to report them. Many of whom don't even complete a race.

Perhaps that is exactly why we can't report them earlier. Maybe there is no reason to bother Mr. Shadow with people who won't play anyway

But they can try to figure something out in training, qualifyings and testing and you can't stop them, as long as they don't complete a race.

It's not allowed but basically nobody's enforcing it. At this stage it's not even wroth reporting suspect accounts.
