Does an ex-Rookie returns to it's previews Rookie group after relegated back from Amateur?

And, does an ex-Amateur returns to its previews Amateur group after being promoted again from Rookie.

Is it totally random or is there a good probability if these group changes happen every 1 or 2 seasons?

Managers relegating to or resetting to Rookie (and Rookie only) can choose their preferred Rookie group from Account Settings. If no preference is set, the group is randomized.

I am Rookie and do not see that option. Is it only added in the case of a promotion?

It applies in all cases the manager will be at rookie next season, which are retention, relegation or rookie reset. You can chose your preferred Rookie group at Account Settings » Reset or delete account tab

If you are at rookie but promote to amateur the choice does not have any effect, you are placed at a randomized Amateur group the following season
