Will it be really added to the game like immediately or are we just going to get an announcement for a feature that'll take place after the season reset?
Cos fuel/engine suppliers, these kinda things wont happen like now. Private leagues, maybe but i'd also expect them to be implemented at a start of a season.

Weather changes are now gradual so when it starts raining it takes x amount of times for the track to become wet, the ideal crossover point varies race to race based on track, humidity and temperature. Making the wait to put feature much more dynamic.
Or the squirrel that runs across the track is now a raccoon
