How is it possible? .I offer a salary for 505.000$ and 1.515.000$ to sign a DT for 17 races and I was outbid by an offer for 360.000$?(maybe he was a supporter???).:-(It's not fair. I don't understand it.

Plus any bonuses offered - the overall offer by the other manager appealed more to the driver - this is not a bug. There is more to the driver offer than simply salary and signing bonus - having played the game since S37 surely you would be aware of this?

How do you know the exact offer the other manager gave?

This is simply not a bug but seems more like you are frustrated at not getting the driver you wanted.

I would refuse 500.000 for the possibly to win some 140.000 just because you are a Pro class' manager and maybe the other one is a Master class' manager (just, as an example) Of course the reason are bonuses. This game doesn't understand "normally performance". You have been playing a lot, you have to know.
