But is it normal that they didn't refuel me in the pit stop for the tire change?

It is normal if you already had more fuel in the car going into the stop than you had specified for the car to be refilled to during that stop.

I had a request for 20 liters and on my return I had 12 so I can't explain this lack of refueling, this cost me to go from 6th, maybe 5th to 9th place in the standings and in € I am not indifferent.

It was almost certain that this race would have a dry spell, remember that the possibility of rain is for the rain to start, not to end. If the possiblity of rain starting is that, starting, try to look for other factors or a combination of a few that could be a signal for it to stop.
