Include fuel in the list of financial expenses (financial analysis) a par with the contract of tire suppliers. And even better, if more skilled (and lucky) players can save their money by avoiding unnecessary refueling (especially in rain conditions)

Thanks! Yes, I have already seen by the example of this season that the changing weather leaves almost no chance for a player to look smart. I also know that people are not ready to pay extra for this, but... Everything has to come at a price.

I have no problem to pay for the fuel left in the tank. Imagine you have to pit on the last lap and you refuel 180 litres. You end the race with 178 litres maximum. 1 litre costs about 1.5 dollars. This means about 270 dollars. Do it for 17 races. 17x270 = 4.590. Me as the worst manager will have less than 5000 extra expenses per season from the best manager that will end each race with 0 fuel on the tank. It will take 200 season before the smarter manager saves 1m compared to the dumpest manager

Why do you want to make a million on this? Come on, if you know how to spend your money more economically compared to other players, does it really mean nothing to you?

Based on the positions lost due to being too 'heavy' on fuel, it's already directly affecting the bank balance due to race positions lost, and eventually sponsors.
I can see where you're coming from with regards to the suggestion, and after you start getting into more depth with your season planning, you'll understand what I mean and look back on this suggestion with humor. I remember being new to this game. It's a riddle. :D

It simply is too cheap to make a difference. To bring it into the same order of magnitude as the other race expenses (in Rookie), we'd need to have an expense per race of ~100k. Anything below that won't really be felt in the overall budget.
Assuming we use, on average about 200 liters per race (rough ballpark figure), we're looking at a price of $500 per liter. I know fuel prices are insane right now, but even Greta wouldn't push it that far. Even then, it would just be a pretty much fixed cost, as fuel consumption doesn't vary enough between drivers to make it a factor when considering drivers.
The only sensible thing would be fuel suppliers with fixed cost per race, same as tyre suppliers are right now, and Kyle has already said all there is about it:

Another idea is just like with the tires, pay for a different brand. Cheaper fuel burns quicker, more expensive is more efficient. But on second thought, more efficient fuel might not be better, because you would longer drive in a heavier car, and lose time because of that...

If a pay for fuel scenario was implemented it would have to be more than just a better millage vs worse millage, just like tyres it would have to be a trade off for better millage. About the only thing you could do is have a better performance with a millage trade off.
Better performance/worst millage worst performance/better millage
It couldn't be just 2 fuel suppliers, we would need more options just like tyres.

Cost/mileage could certainly be one of the tradeoffs.
Weather stability would be another. Do you pay extra for the premium fuel or take the cheap stuff that flakes out at 4°C and takes in water like a college student on Sunday morning?
Also engine wear. Sure, that extra NOS makes you go fast. But your engine will be gone fast, too.
With Cost, mileage, performance, wear and weather, we'd already have five aspects. Balancing it will be easy peasy. Vlad will certainly be done with it in time for the next season.
