Its stupid health & safety regulations.
We went through at the beginning of the year at our village school. The moment it started snowing the school would get messages from the local authority asking how the snow was and if they were thinking of closing the school or not.
As soon as there were a couple of cms of snow on the ground and it ws still falling the phone calls started and kids were sent home.
May be at least in part because its a village school and multiple people, teachers included, have some hills to negotiate (we are in a valley so if you dont live in the middle of the village you have to get up a hill somewhere :) ).

Yeah, very dangerous. They banned 4-seasons tyres here. They were softer than regular summer tyres, but harder than regular winter.
No more they said. Too much *untalented fools running them having accidents. ;)

Viva Mexico We see only snow in post cards. The only ski we do down here, is water ski. Lots of sun shine and good weather. Sorry for you, the northern people.

I love the fact that a county that thinks it is so great like Britain can have it's infrastructure completely wiped out by a couple of inches of snow :D

They had to close big parts of Heathrow due to a little snow, what could you expect then?
