That's just wrong. There's no blocking going on there, cars on different laps are on different layers and thus do not effect each others progress.

Therefore there is no reason for such "penalty".

I think he means he didn't know lap cars do not affect the cars lapping them and now realises that the discussion is complete, but to quote Mikko

In minimum these things:
1) how things work now (IF there actually is some issue or not)
2) would your suggestion actually address said issue
3) how would the suggestion improve things
4) what negative side-effects the suggestion might have

as a generalization a suggestion should be an improvement of some kind, or at least have a proper reasoning behind it.
