I just signed up and there is 3 races left of this season. I have understood that a priority is to sign a new driver now. What level should I go for without risking to have him above lvl 85 when the season ends?

And I wouldn`t advise signing straight 85 OA drivers, their OA might go up during the reset and you`ll lose him. You can find plenty of good drivers with lower OA and without taking the risk of losing him during the reset.

Sry, one race left and 3 races on drivers contract.
Can I sign 82-83 without risking to exceed 85 when reset? How should i spend my money?
Testing?
Anything else that I can have use for next season?

Unfortunately you won't get any direct answers from people here on the forum as they would, if anything tell you to search the forums for such answers, since it is almost certain that such things will have been discussed previously. Alternatively you could apply for a mentor in the mentor thread.

We can't give you exact figures fredrik, for 2 reasons 1. It's against the forum rules 2. It's impossible to tell for sure as it depends on so many factors.
Just in case you don't get a mentor in time to advise you I'll tell you what I can. Unless you go out and win the race 82 could be ok, I've never been in that situation so can't be sure. But also don't worry about the OA so much, OA is the overall taken from all his stats and an OA 70 driver could easily be much faster than an OA 85 driver if the important stats are higher
Now it's up to you to find which ones matter and get a good driver.
