In this race there was a bug: on lap 16 I had 45% fuel and stopped only to change the rain tire for dry tire. I stopped again on lap 36, only for changing tires because the rain had returned. On lap 47 I stopped by lack of fuel, I had placed to supply 80 liters, and the game fueled with the latter option, with 10 liters. This ruined my race.
You likely had more than 80 liters, so none was needed to get it up to that point.
Every stop after that was used only to top you off to 10 liters.
Regardless of whether you need fuel or not, the amount you enter for "stop 1" is applied. If you have more than that amount, none is added .... but the stop still occured (so stop 3 will apply to stop 3).
Since you had picked to fill your tank upto 80 liters and on lap 16 you already had 81 litres (45% of 180L) nothing was filled on fist stop.
Lap 36, you pitted again, how much did you choose to fill on your second stop? Do check your race strategy page. May be you were on 1 stop strategy and missed out on the fuel for second stint?
