A good starting point would be mid value berween 0 and 999. The increment/decrement with small value according to driver needs.

Hi Clyde
Concerning setups, every driver is different. Some want more wing, some want more engine, its literally unique. You need to satisfy your drivers wants so make sure you practice until your driver says he is happy with the setup With strategy, again, its trial and error. Collect all the data from every race and work out how long the tyres last, and how much fuel you need. In Rookie i wouldn't use over 20 in the risks, and for tyres, in the hot races never use Extra Soft tyres, always use a harder compounds, in colder races, then use softer compound. Whatever you do Q1 in is what you race on

Every track is different, make sure you pay attention to what your driver tells you during practice.
In rookie don't be afraid of doing all 8 practice laps to find a good set-up and save all your data from every race to analyze going forward.
This game is mostly about analyzing data.
Good luck!

Clyde the initial learning curve seems extremely steep when you first start GPRO, but if you persist you will find it heaps of fun.
As previously mentioned there is a mentor program for new players and I would highly recommend joining that, it will help greatly in getting an initial understanding of the basics.
Good luck :)

oversimplified: Start everything 500
if driver asks more, add 100
then if driver asks more, add another 100, if he instead asks for less then half the difference (reduce 50)
additional note: you can also check track characteristics, i.e /gb/TrackDetails.asp?id=38
if it says Downforce: High , you might start wings higher than 500 (let's say 700) same goes for suspension
hopefully that helps as a simple start guide
note: it's not intended to be perfect guide, just something to get you started with
