I am not able to join chat even if i am logged in (by facebook).

Not 100% sure but I think you need to compete in one race first, which you haven't.
After Interlagos you should be OK.
If not contact an admin.

You would also find you can't send PMs ATM either, except to a mentor.

This is designed to try to reduce the number of spammers.
